The service providers normally take years to provide the services. As a result housing cooperatives/ groups or community members are forced to make some contribution for building water bore holes in order to get water for housing construction; examples, Nala Makazi, Magohe and Bandari. WAT normally facilitates the process. In the case of electricity the company must provide the electricity up to a certain point in the area. After which each house owner can then apply for electricity connection into her/his house. This is an expensive exercise for low/middle income people; as a result it takes years before they are able to pay for electricity connection in their houses. 5. Housing Estate. WAT Human Settlements Trust met the manager of the 20,000 plots in Dar es Salaam and asked him about the possibility of WAT being allocated a big area, in which can be used for housing estate. The manger agreed in principle. Therefore WAT needs to have looked for funds ready to pay for land when the opportunity comes.
