1.     WAT house plan covers 75sq.m.

2.     WAT target groups can build the house in three phases

3.     House construction in phases:

  •  1st phase - the owner can get a loan to build a 25 sq. m. Core house or start up house. The core house has two rooms and VIP but the house owner can move in and occupy the house and save the.

  • 2nd phase – the house owner can get a second loan from WAT       SACCOS/SLRF additional 25sq.m which when finished total built up area will be 50sq.m.

  • 3rd phase – The house owner can build the remaining 25sq.m without much technical support from WAT and      he /she can borrow money, house loan from any financial institution. This part can be a place to house or support income – generating activities.

 4.     Basic services/ infrastructure.

Water, electricity and roads are supposed to be provided by different institutions such as:

  • The Tanzania National Electricity Supply Company (TANESCO)

  • Water Authorities or companies such as the Dar es Salaam Water and Sewerage Services Company (DAWASCO)

  • Municipalities are responsible for roads.

 The service providers normally take years to provide the services. As a result housing cooperatives/ groups or community members are forced to make some contribution for building water bore holes in order to get water for housing construction; examples, Nala Makazi, Magohe and Bandari. WAT normally facilitates the process.

 In the case of electricity the company must provide the electricity up to a certain point in the area. After which each house owner can then apply for electricity connection into her/his house. This is an expensive exercise for low/middle income people; as a result it takes years before they are able to pay for electricity connection in their houses.

 5.     Housing Estate.

WAT Human Settlements Trust met the manager of the 20,000 plots in Dar es Salaam and asked him about the possibility of WAT being allocated a big area, in which can be used for housing estate. The manger agreed in principle. Therefore WAT needs to have looked for funds ready to pay for land when the opportunity comes.
